CLCA Members Involved In Bay Area Underground Economy Workshop

Two members of the California Landscape Contractors Association were instrumental in the holding of a Bay Area Underground Economy Seminar and Workshop for local building officials, city and county elected officials, local district attorney office staffs, and law enforcement personnel in Redwood City on July 8,2010. The Contractors State License Board (CSLB) presented the event.

Kevin Burns, of Maximum Service Landscaping Inc., Burlingame, and Catherine Greer of Greer Gardens, Redwood City, suggested the holding of the workshop and helped identify speakers and put the program together.

During the meeting, representatives of several building departments offered to require applicants for owner-builder permits to watch an informational video on what can happen when homeowners assume responsibility for building construction.

John Wilson, a San Mateo district attorney, promised to make local law enforcement available for any future sting operations aimed at unlicensed contractors or contractors who cheat on workers' compensation insurance. Expect to see future sting operations in San Mateo County!

Nora Dahl, an administrator for the Economic Development Department, described a promising pilot program to build evidence about payroll fraud by determining how much money a contractor spends on construction supplies from specific suppliers.

Long term it is hoped that the workshop will result in more cooperation between various agencies and a greater emphasis on the underground economy problem for local communities.
